NAFASI ZA KAZI MWALIMU COMMERCIAL BANK(BENKI YA WALIMU)




Mwalimu Commercial Bank PLC (In-Formation) is a new bank licensed by the Bank of Tanzania to operate as a commercial bank, and is in its final stages of setting up operations. The major shareholders of the bank include Tanzania Teachers’ Union (TTU), Teacher’s Development Company Limited (TDCL), Public Service Pension Fund (PSPF) and the National Health Insurance Fund (NHIF). MCB is now seeking to recruit the following vacant positions:-

1 Senior Dealer (1 Position)
Job Purpose:
Reporting to the Head of Treasury, he or she will be responsible for overseeing the balance sheet and liquidity, as well as price risk mismatches. The function ensures prudential and statutory-mandated management of the Banks’ Foreign exchange and Interest Rate risks.
Key Responsibilities:
Shall include but not be limited to the following;
- To maintain exchange positions for the bank within the given parameters.
- Trading in foreign currencies within the given parameters.
- Identify, target and market to new customers with an aim of growing our portfolio
- Preparation and circulation of daily treasury bulletins.
- Effective and timely reports to ALCO on foreign exchange trends and forecasts.
- Prove ability to proactively manage Forex, liquidity and market risk for the Bank;
- Maintain strategic capability to meet stressed liquidity conditions if and when required;
- Ensure that all compliance and Local regulatory requirements are met and reported as appropriate;
- Assist in building compliance culture within the Bank by ensuring full compliance in Treasury;
- Liaise with Reuters and other service providers to ensure smooth operation of dealing resources;
- Carry out any other duties assigned by the Head of Treasury from time to time.
Minimum Qualifications:
- University Degree in Accounting, Finance or Business Administration or any other related field;
- ACI Dealing Certificate
- Certification to profession bodies such as CPA, CFA, ACCA, Technical and Fundamental Analysis in Financial Markets is an added advantage.
- Minimum 5 years of relevant experience in Treasury Department of which at least 2 in a senior position.
2. Credit Administration Officer, Security Management (1 Position)
Job Purpose:
Reporting to the Credit Administration Manager, he/she is accountable for Security Management of the Bank. S/he handles the entire process of security management, including safe custody and storage.
Key Responsibilities:
Shall include but not limited to the following;
- Develop records for all security of the bank.
- Recording deposit and withdraw of all the security documentation properly.
- Make sure all the security before recording is well perfected as per procedures.
- To make sure all security has the necessary documents at the time of receiving for recording and storing e.g. Valuation and offer letter.
- Follow up on insurances of security when expired in order to be renewed;
- Make sure all security is stored under dual control.
- Be able to perform any duty at credit administration department.
- Perform any other duties as assigned by Manager of Credit Administration or your supervisor from time to time.
Minimum Qualifications:
- University Degree or equivalent qualifications in Business Administration, Banking, Finance, Economics or related discipline;
- Must have knowledge on all kind of security documents used by banks.
- Possess at least eight (8) year of working experience in the banking sector.

3. Credit Administration Officer, Monitoring (1 Position)
Job Purpose:
Reporting to the Head of Credit administration is accountable for Bank credit monitoring. S/he is accountable for the entire booking process and follow up for consumer loans also responsible for making sure lending documentation complete as per the bank policy and procedures.
Key Responsibilities:
Shall include but not limited to the following;
- Make sure all credit files have all necessary documents as per credit policy.
- Keep records on all consumer loans provided by bank.
- Support branches on booking and follow up for consumer loans
- Posting of consumer installment after receiving from Treasury/Ministry of Finance
- Prepare consumer reports every period of time agreed with head of Credit administration;
- Be able to perform any duty at credit administration department.
- Perform any other duties as assigned by Supervisor or Head of Credit Administration.
Minimum Qualifications:
- University Degree or equivalent qualifications in Business Administration, Banking, Finance, Economics or related discipline;
- Experience in consumer loans practices
- Possess at least two year (2) years of working experience in the banking sector with some experience in consumer lending.

4. Senior Risk and Compliance Officer (1 Position)
Job Purpose:
Reporting to the Manager of Risk and Compliance, Senior Risk and Compliance Officer will be accountable for upholding the Bank’s values of being innovative, effective risk management, low cost services, responsiveness, leadership, committed, integrity, motivated and teamwork. Embedding and integrating Risk Management techniques into the business entities.
Key Responsibilities:
Shall include but not limited to the following;
- Assess Monitoring of application and compliance of security operations procedures.
- Assess information systems for actual or potential breaches in security.
- Ensures that all identified breaches in security are promptly and thoroughly investigated.
- Assess whether any system changes required to maintain security are implemented.
- Assess whether Organizations business continuity plan is well followed and practiced.
- Co-ordination of the risk management at business entity level.
- Review day to day activities of the Bank as determined in the Risk Management Plan.
- Ensure business value is derived from risk management.
- Assists defining policy for distributing and offsetting these risks, and work to communicate bank’s vision so that individuals understand and support it.
- Assist in reviewing the adequacy of controls established to ensure compliance with policies, plans, procedures and business objective.
Minimum Qualifications:
- University Degree or equivalent qualifications in Business Administration, Banking, Accounting, Finance, Economics or related discipline;
- Possess at least 7 years of working experience in the banking sector with at least five (5) in the senior management on related field.
- Competent in systems development and implementation compliance issues
- Professional qualifications in a related field such as ACCA, CPA and certification on Risk Management will be an added advantage;
5. Finance Manager (1 Position)
Job Purpose:
Reporting to the Head of Finance, the Finance Manager will assist in the development and implementation of sustainable and efficient Information Management Strategy that facilitates quality and timely business decision-making. He will manage relationships with the external auditors and BOT Examiners.
Key Responsibilities:
Shall include but not limited to:
- Ensure compliance with Banking Act and regulations by regulators like BOT,TRA and NSSF/PPF
- Maintain a sound accounting system in the bank that is consistent with current accounting and business practices.
- Ensure that shareholder value is not eroded through loss of confidence by the market.
- Preparation of accurate monthly management accounts within agreed deadlines
- Preparation of monthly and year-end Financial Reports in line with BOT regulations, IAS and IFRS
- Preparation of Quarterly publication and annual audited accounts.
- Reconciliation of accounts payable and other suspense and control accounts owned by Finance division
- Check on GL data integrity on daily basis and carry out GL & profit and loss review and clean up on daily basis.
- Reconciliation of Fixed asset register to the GL and to audited accounts.
- Any other duties as may be assigned by the supervisor from time to time.
Minimum Qualifications:
- Bachelor of Commerce (B.Com) majoring in Accounting, Finance or equivalent field.
- Certified Public Accountant-CPA (T) or ACCA, and registered by NBAA.
- Advanced knowledge of Computer Applications especially Ms Excel, Accounting and Core Banking Systems.
- 5 years experience of working for finance in any major player within the banking industry
- Knowledge of BOT Regulations, tax laws, & IFRS.

6. Finance Officer (1 Position)
Job Purpose:
Reporting to the Finance Manager, he or she will carry out daily finance & accounting works in a professional manner.
Key Responsibilities:
Shall include but not limited to, - To carry out daily finance & accounting works in a professional manner. - Process regulatory returns to BOT, TRA remittances, pension contributions to NSSF/PPF - Update the fixed asset register. - Keep proper filing of finance documents. - Reconciliation of finance related accounts. - Responsible for making payments to third parties. - Any Other duties to be assigned by his/her supervisor.
Minimum Qualifications:
- Bachelor of Commerce majoring in accounting, finance or equivalent field.
- Computer knowledge in MS Excel, accounting packages and Core Banking Systems.
- Knowledge of BOT Regulations, tax laws and IFRS.
- 3 year experience in the banking sector.

7. Administration Manager (1 Position)
Job Summary:
Reporting to the Head of Human Resources and Administration, he is responsible for all day-to-day support activities at the Bank including handling the administrative services in support of the business strategy and objectives.
Key Responsibilities:
Shall include but not be limited to the following;
- Office Leasing and licensing. He is responsible for the new premises, for new office spaces and manage related projects end to end;
- Compile regular reports on administration activities (regular admin reports);
- Responsible for the Bank’s procurement systems and processes;
- In charge of office renovations/interior design/layout, workstations and system allocation;
- Managing the security of premises and assets – systems, activities and issues;
- Handling the travel logistics (desk) for the Bank e.g. reservations of travel tickets, hotel bookings, etc
- Maintenance of the Bank’s property and monitoring respective maintenance services and repairs;
- Handling insurance of assets and claims;
- In charge of transport and vehicle fleet management
- Responsible for a secure, safe & healthy working environment;
- Responsible for office management and running of errands
- Carry out any other duties assigned by the Head of Human Resources and administration.
Minimum Qualifications:
- A minimum of a degree in Public or Business Administration or a related field;
- Possession of at least eight (8) years’ work experience in general Administration, four (4) of which must be in a managerial role.

8. Customer Service Manager (1 Position)
Job Purpose:
Reporting to the Head of Operations & ICT, the Customer Service Manager is responsible for overseeing the customer service department and ensuring the company delivers the highest level of customer service possible. Supervises agents while trains, coaches, and mentors employees.
Key responsibilities:
Shall include but not be limited to the following:
- Managing all customer services operations & complaints.
- Formulating and developing customer service strategy for MCB.
- Preparing financial Budgets for customer services.
- Recommending appropriate training for customer service staff.
- Develop customer service policies, procedures, standards, and strategies.
- Develop key performance indicators for effective customer service activities.
- Prepare regular reports and statistics related to the customer service.
- Manage his/her team - recruit, train, coach, appraise performances, etc.
- Manage market information, customer insights, trends, etc. across the business.
- Identifying opportunities for business areas e.g. sales, marketing, product development, etc.
- Compiling regular reports on customer satisfaction.
- Ensure adherence to Anti Money Laundering Regulations.
- Manage projects (e.g., complaint resolution processes, etc.)
- Analyze effectiveness of process and systems in use in the department and make recommendations for improvements.
- To do any other job as may be assigned by his supervisor.
Minimum Qualifications:
- Bachelor’s Degree in Business Administration, Banking, Commerce & Management or customer related course/ degree from an accredited Institution.
- At least 5 years working experience where 3 years must be in similar position and 2 years in Banking or Finance.
- Self-motivated and highly ambitious with a strong written and verbal communication.

9. Central Operations Manager (1 Position)
Job Purpose:
Reporting to the Head of Operations & ICT, the Central Operations Manager is responsible for directing and monitoring all the Bank’s operations activities and shall take full accountability for the overall performance of the Operations Department. Key areas of focus are Central Operations, Card Operations, Trade Finance Operations, Treasury Operations and Clearing.
Key responsibilities:
Shall include but not be limited to the following:
- Provide strategic and operational leadership to the operations department, including clearing and treasury back office units.
- Establish the Bank's operating policies and procedures; monitor and update them regularly and ensure consistent application;
- Drive operational processes, maintain effectiveness and efficiencies while monitor compliance to relevant local and international regulations as well as total client satisfaction;
- Establish and maintain clear project performance metrics to track and evaluate loan portfolio quality, efficiency of the operations systems and the performance of staff against stated business objectives;
- Develop and manage a team of highly skilled professionals and motivate them to grow the Bank’s business and deliver quality results;
- Ensure client data is protected from the public and secured against fraud by enforcing access rights and verification levels;
- Carry out any other duties as assigned by the Head of ICT & Operations.
Minimum Qualifications:
- Bachelor’s Degree in Business studies e.g. Banking, Commerce or Finance.
- Masters Degree in related field will be an added advantage
- At least 5 years working experience in Banking or Finance in a senior role in similar position.

10. Treasury Back Office Officer (1 Position)
Job purpose:
Reporting to the Central Operations Manager, the Treasury Back Office Officer is responsible for processing of all treasury transactions in a correct manner.
Key responsibilities:
Shall include but not be limited to the following:
- Preparation of various reports such as liquidity, quarterly foreign exchange, quarterly incoming and outgoing transfers and other reports.
- Preparation of various SWIFT messages such as MT’s.
- Attending to customers queries regarding their transfers.
- Preparation of TISS messages both outgoing and incoming.
- Prepare deals confirmations and sending them to various banks.
- Preparation of Standard Settlement Instructions for easy settlement of deals with banks.
- Payments of customer’s funds to their respective accounts accordingly.
- Trade Finance; Processing of outward and inward telegraphic transfers (TT), Letter of credits (LC), Guarantees and Bills.
- Creation and routing of SWIFT messages.
- Preparation and issuance of demand draft (lodgment, Acceptance and Realization)
- Processing of Foreign cheques –lodging and realization
Minimum Qualifications:
- Bachelor’s Degree in Business Administration, Banking, Commerce & Management or Finance.
- Masters Degree in related field will be an added advantage
- At least 3 years working experience in similar role in Banking or Financial sector.
- Knowledge of banking instruments and procedures.
- Understanding of FX/MM and Common FX & IR derivatives

11. Central Clearing Officer (1 Position)
Job purpose:
Reporting to the Central Operations Manager, the central clearing officer is responsible for Clearing of payments necessary to turn the promise of payment into actual movement of money from one bank to another.
Key responsibilities:
Shall include but not be limited to the following:
- Authorization of Inward and Outward Clearing.
- Full understanding of Clearing Cycles.
- Reporting of clearing figures to Treasury, Central Office, and Clearing House etc.
- Meeting targets for Accuracy, Productivity, costs.
- Reconciliation of all clearing accounts.
- Meeting of TATs , Quality Objectives and Key Risk Indicators, MIS
- Meeting of Statutory & regulatory Requirements
- Liaise with Clearing House, Branches, and Departments.
Minimum Qualifications:
- Bachelor’s Degree in Business Administration, Banking, Commerce & Management or Finance from an accredited Institution.
- Masters Degree in related field will be an added advantage
- At least 3 years working experience in similar role in Banking or Financial sector.

12. Back office Supervisor (1 Position)
Job Purpose
Reporting to the Branch Manager, the Back office Supervisor is responsible for back office processes.
Key responsibilities
Shall include but not limited to the following
- Organization and supervision of the back office transactions to ensure smooth workflows in the back office.
- Ensure that internal entries raised by various sections are correct, authorize and forwarded to the Branch Manager.
- Supervision of the back office items processing and operations.
- Ensure collection of all commissions as per the prevailing tariffs
- Observe that records of snap checks for controlled stationery are in place.
- He or she is a primary branch custodian of all the controlled stationeries; cheques, drafts, FD forms amongst others.
- He or she is a secondary custodian of strong room.
- Receive all customer payment instructions; verify signatures, availability of funds, do call back sign, etc.
- Ensure that TT Forms are properly managed e.g. correctness, authorizations, teller postings, SWIFT payments and confirmations.
- On a daily basis, to reconcile all the branch expenditures and ledger accounts.
- Ensure all the back office vouchers are posted to meet system cut off times.
- Repatriate cash to & from central bank
- Keep and update list of customers with indemnity for fax/telephone transactions.
- Prepare cash for ATM, load under dual control and reconcile ATM transactions
- Observe turnaround time for item processing, in daily and periodic work routine including the returns.
- With the Branch Manager, to capture and manage the customer complaints.
- Other duties as may be assigned by the Branch Manager.
Minimum Qualifications
- Bachelor degree in a business related field.
- 3 years’ working experience in a Banking environment, with sound exposure to Branch Operations.
- Knowledge of Banking and Business Operations: Well round knowledge of ALL the Bank’s operations and processes and excellent knowledge of Bank’s policies and procedures.
- Compliance and Regulatory Framework: Top notch understanding of the regulatory issues, reporting and operational requirements.

13. Branch Manager (1 Position)
Job Purpose
Reporting to the Head of Business Development and Marketing, the Branch Manager has a key leadership role within MCB. He is responsible for delivering an outstanding customer experience to potential and existing customers. This role is a significant people leadership position with a strong focus on driving sales, customer service excellence and running a well controlled operation with engaged and enabled staff.
Key responsibilities
- Ensuring sales penetration – leading the branch to achieve set targets on sales, customer service, control, income contribution, healthy balance sheet growth for both assets and liabilities, costs and people.
- Acting as a point of contact and escalation and resolution for issues from the branch sales teams in relations to their portfolio companies. Payroll sign up and relationship management.
- Building long term relationships founded on efficient and reliable support of employees achieved particularly through delivery of personal banking solutions and managing consistency and Quality of operational service.
- Actively monitoring and managing the sales performance on daily, weekly and monthly basis using appropriate management reports.
- Managing day-to-day branch operations and performance to achieve the best possible outcomes for customers and the business in line with prevailing regulation, MCB policy and best practice.
- Providing clear directions to branch staff on performance measures at branch level.
- Accountable for delivery of outstanding customer experience through service and sales within his branch.
Minimum Qualifications
- University Degree or equivalent qualifications in Business Administration, Banking, Finance, Economics or related discipline;
- Possess at least five years of working experience in the banking sector as a branch manager or equivalent.
- A thorough understanding of the branch operations and the marketing dynamics.

14. Relationship Manager (1 Position)
Job Purpose
Reporting to the Head of Business Development and Marketing, he or she will build and manage rapport with clients so as to ensure optimum customer acquisition, retention and income generation from sales of all appropriate assets and liability products of the bank.
Key responsibilities
- Own end to end process of product origination to fulfillment and consistently providing feedback.
- Regular visits to customers and product presentations. Availing business proposals to new customers.
- Increasing product uptake by the employees in the portfolio on regular and consistent basis and improve market share.
- Monitoring and influence achievement of agreed service standards within own portfolio.
- Ensuring adherence to policies and procedures pertaining to all bank products and service, including KYC and AML.
- To identify and develop a target pipeline and aggressively market MCB solutions to the identified target sectors.
- Manage key customer relationships through regular contacts and visits by ensuring the effective call program is maintained on all assigned and prospect customers.
- Maintain a high standard of operational control including adherence to Risk Management and Compliance guidelines.
- Regularly reporting to the Head of Business Development and Marketing regarding the status of Business leads, customer complaints, pending issues in respect of the clients.
Minimum Qualifications
- University Degree in Finance, Business Administration or any other related field.
- Proven in-depth understanding of the consumer banking products and the market environment.
- A strong sales experience and a client relationship management role for retail banking.
- Strong skills in credit analysis, documentation and relationship management.

15. Head Teller (1 Position) 
 Job Purpose Reporting to the branch manager, he/she will manage the transactions conducted by the tellers in the branch. He will ensure that the conduct and operations of the tellers are in line with the banking procedures, rules, KYC, AML, etc Key responsibilities - Supervising and coordinating day to day activities of the tellers (receipts and pay outs). - Keeping records of teller transactions in the bank - Assigning duties and work schedules to the tellers to ensure efficiency. - Maintaining and training subordinates in customer service and banking procedures. - Handling customer complaints timely. - On a daily basis, to examine tellers’ reports and transactions for accuracy. - To consolidate and balance daily transactions. - Ensuring that there is adequate supply of cash in the branch. - Counting and balancing currency and coin in vault/treasury. - Acting as a custodian to the branch cash needs Minimum Qualifications - A minimum of a degree in Business administration, banking, finance or a related field - A minimum of 3 years working experience as the head teller

16. Tellers (3 Positions)
Job Purpose
Reporting to the Head Teller, he or she will deliver high level services to customers he attends to in the banking hall. He/she will respond professionally to the required services and solve or escalate the customer queries i.e. with courtesy, satisfactorily and required promptness taking into account the bank’s guidelines and rules; and the KYC/AML requirements.
Key responsibilities
Shall include but not limited to the following
- Ensure a high level of customer service in discharging the telling duties i.e. receiving deposits and disbursing payments, etc.
- Managing and controlling customer queues.
- Serve customers with courtesy and friendliness. Ensure customer complaints are captured and dealt with or escalated
- Balancing cash and forwarding the till to the strong room.
- To post the TTs from time to time as assigned.
- To generate daily reports regarding conducted transactions, as appropriate.
- Any other duties as assigned by his supervisor
Minimum Qualifications
- A Diploma or Bachelor’s degree in a business related field
- A work experience of 1 year in a Bank, with good exposure to branch operations and customer service.

17. Customer Service Officer (1 Position)
Job Purpose:
Reporting to the branch manager, he will provide high quality customer care and services taking into cognizance the pressing need for timeliness, adequacy and high customer satisfaction. To meet the sales targets while adhering to the banking policies and rules, regulations, KYC, AML, etc
Key responsibilities
Shall include but not limited to the following;
- Achieve set monthly and annual sales targets.
- Prospecting and recruiting new customers for the various personal banking products for the branch.
- Recommending business development opportunities for follow up.
- Ensure high customer service standards at all times, by coordinating the services required with all the stakeholders inside and outside the branch.
- Managing and controlling the customer queues by monitoring the banking hall
- Ensure customers are well informed of all the products on offer
- Obtain copies of entries requested by customers and ensure commissions are recovered
- Issue Customer Statements on requests
- Respond timely to customer telephone calls, immediate feedback to queries or escalate
- Order ATM cards, cheque books, issue account balances and attend to Front Office account queries
- Capture customer complaints and record on register daily
- Assist in compliance with operational risk requirements e.g. KYC, AML, health & safety standards; observe security situations in the banking hall.
- Ensure new accounts for opening have all the required documents, and are dully authorized by the Branch Manager.
- Ensure all entries being processed are fully authorized.
Minimum Qualifications
- Diploma or Bachelors degree in a business related fields
- Ability to contribute to sales strategy and broadly knowledgeable in sales & marketing.
- Ability to communicate comfortably at all levels
- 1-2 year’s working experience in sales job in a bank.

18. Personal Assistant (1 Position)
Job Purpose
Reporting to the CEO, the incumbent will provide support to the CEO with the aim of attaining a smooth day to day operation of the office of the CEO. Facilitate the CEO to better perform his tasks without being held by administrative bottlenecks.
Key responsibility
Shall include but not limited to;
- Manage the CEO’s calendar for appointments and meetings
- Upon requests, to prepare reports, analyses, etc for the CEO
- Prepare itineraries for the CEO
- Handle all correspondences to the CEO’s (open and confidential)
- Establish and maintain an effective filling systems (electronic and manual)
- Take accurate messages in the absence of the CEO
- Receive visitors for the CEO
- Order stationery, sundries and other office items for the CEO
- To keep the CEO’s office tidy and well laid out (flowers, furniture, etc)
- Help the CEO in arranging and organizing for relevant meetings e.g. the Board meetings, etc
- Organize for travel and hotel accommodation requirements for the senior managers, CEO and Board members, as appropriate.
Minimum Qualifications
- A Diploma or Degree in business studies, general administration, customer services or secretarial studies.
- A minimum of 3 years relevant working experience.
- Excellent report writing and computer skills (word, excel, power point, etc)

19. Receptionist (1 Position)
Job Purpose
Reporting to the Administration Manager based at the head office he or she will be responsible for managing the reception desk i.e. receiving visitors, handling mail, documents and parcels (in-coming and outgoing), make and receive telephone calls, plan and arrange for errands, etc
Key responsibilities
Shall include but not limited to;
- Receiving and directing visitors in a professional manner
- Handling the incoming and outgoing letters, bills, parcels, documents, etc.
- Maintaining a log of related documents.
- Managing the telephone switch board for the bank
- Responsible for reserving transport, hotel and ticket facilities etc
- Assist in ensuring that the office premises are clean and tidy
- Any other duties as given by his or her supervisor
Minimum Qualifications
- A diploma or degree in business studies, secretarial studies, IT or any other related field
- 2 years of relevant working experience
- Fluency in English and Kiswahili
- Ability to multi-task

20. Driver (1 Position)

Job Purpose
Reporting to the Administration Manager, he or she will be responsible for driving the bank cars, dropping and collecting documents and other items from various places/offices. He or she will be accountable for good upkeep of the office cars.

Key responsibilities
Shall include but not limited to
- To safely drive and carry staff and visitors.
- To ensure that the office cars are in a good running condition
- Work with the Administration Manager to ensure that the bank cars are timely maintained and repaired.
- To maintain records of preventive maintenance services and repairs
- To run errands in town e.g. collection or delivering of documents, collecting supplies, picking staff, etc
- To make sure that the cars are clean and serviceable all the time
- Any other duties to allocated by his supervisor
Minimum Qualifications
- A clean driving license with Class “B, C, or D” categories or above.
- A minimum of 3 years relevant working experience preferably in a bank.
- A minimum of secondary school certificate.
- Fluent in both English and Kiswahili.
